Government and Military Failures in Civilian Evacuations Following October 7 Operations

A recent report by the State Inspector of Israel Matanyahu Engelman has highlighted significant shortcomings in the government’s and military’s response to the evacuation and resettlement of settlers after the operations that took place on October 7 2023.

The inspector’s findings emphasize a complete failure on the part of the Israeli government and military to effectively manage the evacuation and resettlement of civilians in the aftermath of these events. Over the past two decades successive Israeli administrations including the current government that took office during the Gaza conflict have been urged to organize the civilian situation on the home front in times of civil and security emergencies. Unfortunately this critical task has not been accomplished.

The report details a state of utter chaos during the evacuation from settlements pointing out a lack of coordination between the military and the evacuation processes. In several instances evacuations were conducted in a manner that unnecessarily endangered the residents involved.
