According to reports from Mehr News Agency, citing Shihab, findings from international investigations conducted by two organizations, Irshout and Forensic Architecture, reveal that Israeli soldiers fired nearly 1,000 bullets at a humanitarian convoy associated with the Red Crescent and Civil Defense in the Tel Sultan area of northern Rafah.

On March 23, 2025, at least 15 aid workers in southern Gaza were killed by gunfire from Israeli forces. The report indicates that soldiers shot eight rounds from very close range at the convoy, with the shooting lasting over two hours without any threat posed to the soldiers or any return fire directed at them.The report emphasizes that the convoy was clearly marked with visible signs indicating its status as a humanitarian mission when it was attacked. Local sources in Gaza also reported that some individuals who survived the initial assault were executed on the ground. Autopsy reports indicate that the shooting was directed at the heads and chests of these individuals from close range with one body discovered without a head.
