According to a report by the International Defense Press Group, based on findings from two organizations, Irshout and Forensic Architecture, Israeli soldiers fired nearly 1,000 rounds towards a humanitarian convoy associated with the Red Crescent and Civil Defense in the Tel Sultan area of northern Rafah. On March 23, 2025, at least 15 aid workers in southern Gaza were killed by gunfire from Israeli soldiers. The report indicates that soldiers fired eight rounds from very close range at the convoy, which was under attack for over two hours without any threat posed to the soldiers or any return fire directed at them. The convoy was clearly marked with visible signs identifying it as a humanitarian mission yet it was still targeted. Local sources in Gaza reported that some individuals who survived the initial assault were executed on the ground. Autopsy reports indicate that these individuals were shot in the head and chest from close range with one body discovered decapitated.
