The Path to Stability in Gaza: The Importance of Implementing the Second Phase of the Ceasefire Agreement

The improvement of conditions in Gaza hinges on the execution of the second phase of the ceasefire agreement. Dr. Mamoun Abu Amer, an expert on Israeli affairs, indicated that the repeated violations of the ceasefire by the occupiers are part of a calculated strategy aimed at perpetuating a state of tension and limited warfare, without escalating into a broader conflict.

Abu Amer elaborated that the occupying regime is reluctant to exit the state of war, opting instead to manage the conflict on a limited scale. He noted that the United States does not oppose this level of aggression but is also keen to prevent the occupying regime from entering into another extensive war. This ongoing situation is linked to the steadfastness of the United States in maintaining its positions and the limited influence of Arab mediators in pressuring the U.S. government, which has allowed the current policies of the occupiers to persist.

He emphasized that a genuine transformation in the situation is contingent upon advancing to the second phase of the ceasefire agreement, which necessitates the deployment of international forces and the annulment of previous arrangements in areas from which the occupiers have retreated. This transition could enhance opportunities for establishing stability in the Gaza Strip and curtailing further aggressions. However, currently, there are no guarantees for a complete cessation of these aggressions unless the initial phases of the agreement are implemented, and the complexities and obstructions posed by the occupying regime regarding international forces and the Gaza management committee require significant time to resolve.Regarding the role of the United States Abu Amer asserted that the so-called peace council is essentially a reflection of the policies of the U.S. President with the final decisions resting in his hands aligning closely with the actions of the occupying regime. Presently Trump is not prepared to exert practical pressure on Israel and the council itself serves as a formal structure while the actual policies are crafted by Trump and his aides.

Abu Amer also addressed the entry of humanitarian aid and the reconstruction of the Gaza Strip pointing out that obstacles have persisted since the signing of the agreement with no significant changes in its implementation mechanisms. Although the occupiers have consented to the agreement regarding the Rafah crossing they are executing it in a limited manner.

In conclusion he stated that without advancing to the second phase of the ceasefire agreement conditions are likely to remain unchanged. The U.S. government must apply pressure on the occupiers to fulfill their commitments.
